SAFCO Launches eRECON Business-to-Business E-Commerce Application

Licenses Internet Access to Massive Wireless Network Performance Database

Technologies, Inc., a Salient 3 Communications company (NASDAQ: STCIA), today unveiled its program to provide secure Internet access to its RECON(TM)database on wireless network performance. The database stores call quality, call statistics, engineering parameters, infrastructure and carrier information, as well as geographic coverage of the wireless networks examined in SAFCO's benchmarking initiatives. The eRECON(TM)service permits clients to manipulate the data and generate reports appropriate for engineering, marketing, financial and executive managers within an organization.

A client-initiated search of the eRECON database generates custom reports. For example, an infrastructure vendor can query the database for any wireless technology (e.g., CDMA) and compare its performance against that of its leading competitor. A marketing executive at a wireless carrier can examine network performance before and after a vendor change or contrast call quality performance across the carrier's own properties or across competitive carriers. Engineering managers are able to examine how well they manage their power budget compared to their competitors. Additional SAFCO software tools permit tower site management companies to identify the cell site locations for various operators.

In the past, data on the consumer's experience reflected telephone interviews with little geographic or network information integrity. Clients received canned reports on performance with little or no access to the raw data. Consumer-oriented Internet services provided information based on a handful of actual calls. eRECON changes all of that. eRECON gives clients access to data on hundreds of thousands of wireless calls and enables them to look at the data in any way they find useful. That SAFCO can discriminate between wireless voice calls and wireless data calls adds to the paradigm shift that SAFCO is bringing to the industry."

The eRECON database includes data from more than 60 wireless markets, 380 networks and nearly one million calls. In addition to more than 40 U.S. cities, the eRECON database includes performance data from international markets such as Paris, Hong Kong, London and Tel Aviv. All of the data are stored and analyzed within SAFCO's OPAS32(TM)network analysis software tool. The eRECON database is updated periodically with data from new benchmarking activities. Later this year, the eRECON database will approach 1.5 million calls and include more than 100,000 wireless data calls. eRECON stores and analyzes performance data acquired with SAFCO's Portable VoicePrint(TM)and DataPrint(TM)systems.

eRECON is available to wireless carriers, infrastructure and subscriber vendors, tower site management companies, government agencies and resellers of survey data. SAFCO offers licensed access on three separate levels: Silver, Gold and Platinum. Licensing fees vary, depending on the level of access requested, the number of access codes within an organization and additional analytic services required by the client.

eRECON service is expected to be available to all subscribers beginning May 1, 2000
