TeleCorp PCS Selects Sema Group to Provide Two-Way Short Message Service and Over-the-Air Activation Solution

Decision Marks Important Next Step in TeleCorp's Phased Data Roll-Out Plan

TeleCorp PCS, Inc. (NASDAQ NM: TLCP), AT&T Wireless' largest affiliate, announced today it has chosen Sema Group, one of the world's leading IT and business services companies, to deliver its time division multiple access (TDMA) short message service and over-the-air activation solution.

Sema Group's short message service platform (SMSC) will enable TeleCorp to deliver a host of two-way data services to its SunCom digital wireless customers, including the sending and receiving of short messages and e-mail, the "pulling" of information from personalized Web sites, and instant group messaging. The SMSC is currently being integrated by Sema Group into TeleCorp's network with a service launch readiness date later this year-- in time for the busy holiday season.

Our selection of the Sema Group platform initiates Phase Two of this strategy, and our SunCom customers will soon be enjoying the advanced new data services supported by this platform. TeleCorp completed Phase One with its roll out of the SunBurst Information Services in April 2000.

In addition to the SMSC, TeleCorp selected Sema Group's over-the-air activation platform (OTA), thus bringing this strategic function in-house. With this new capability, TeleCorp will reduce costs and achieve greater control over its customer database.

Sema Group's integrated SMSC and over-the-air activation system are built on a single Compaq Integrity XC platform. This delivers high availability and extreme scalability.

The multi-million dollar contract spans a total of three years.
