Aether Announces StopTracker, Gives Police Departments First Wireless Solution to Meet Requirements of New Data Collection and Profiling Laws

Advanced Analysis Tools Provide Insight to Police, Courts and Community Groups

Aether Systems, Inc. (Nasdaq:AETH) a leading provider of wireless data products and services, today announced StopTracker(TM), the first wireless solution for data collection, reporting and analysis related to contacts between police and citizens.

Running on both handheld and laptop computers, StopTracker helps police command staff proactively manage how their departments engage with the public. As a result, they are able to create a more efficient and progressive police force that is responsive to community concerns.

Randolph M. McLaughlin, civil rights attorney and Director of the Social Justice Center at Pace University Law School stated, "I believe this technology provides an invaluable tool for accurate reporting of all police-citizen contacts, which is the foundation for effectively responding to community concerns about racial profiling."

StopTracker is a mobile application for the collection, analysis and reporting of data recorded during traffic stops and field interviews. It captures all critical information for vehicle stops and other citizen encounters.

Officers have the ability to quickly record the individual's race, gender, age, reason for stop, the type of contact made, vehicle and search information and any property seized. Police command staff can then take this information and track and audit the performance of their department.

In recent years, national concerns about "profiling" have put a spotlight on the subject of how police interact with the public. Police command staff are now seeking to maintain the integrity of their agency and spot troubling trends early.

StopTracker contains a wide range of analysis tools for a complete end-to-end mobile solution. Agencies can easily produce both standard and customized reports, charts, and graphs that represent officers, units, shifts and patrol areas with stop, search and seizure, and other enforcement categories.

Supervisors can easily compare reports against departmental trends, local area demographics and other criteria.

StopTracker's electronic records and reports also help officers to better articulate probable cause, aiding their preparation for court testimony and other job requirements. The reports can also assist legal counsel in defending agency enforcement action.

In addition, StopTracker's reports can be easily analyzed by independent organizations, facilitating the publishing of unbiased operational assessments.

Choice of Multiple Client Devices

As with other Aether mobile law enforcement products, StopTracker will be available in both handheld and laptop versions, making it accessible to officers whether they are in patrol cars, bikes, on foot, on horseback, or on special details.

For those officers using StopTracker wirelessly on a laptop, Aether's industry-standard API allows data collected in StopTracker to be exported into the back-end database for analysis. In geographical areas with limited wireless coverage, StopTracker can be used for mobile data collection on the Palm(TM) Vx.

Officers input citizen contact data throughout their shift, and then easily export the data into the agency's central database via the Palm Vx's HotSync(R) capability at the end of the shift.

Part of an Integrated Mobile Law Enforcement Solution

StopTracker provides integration with Aether's flagship law enforcement product, PacketCluster Patrol(R), a wireless information software product that provides police officers in the field with direct access to motor vehicle and warrant information within seconds. For those officers using StopTracker on the Palm Vx, Aether's PocketBlue(TM) application can be added to provide "real-time" access to NCIC, NLETS and DMV databases, while also enhancing safety through electronic messaging with other users.

According to John Cohen, a former police officer and current President and CEO of PSComm, LLC, a public safety technology consulting firm, "StopTracker extends Aether's "best in class" product line to meet the emerging political and operational demands of law enforcement agencies. By automating the traditional field interview report and integrating the reporting system into an agency's other electronic records and databases, StopTracker increases officer safety, enhances information sharing, and provides for "real-time" analysis and investigative leads."

David A. Rosi, Vice President and General Manager, Aether Systems, Mobile Government Division, said, "StopTracker provides the most reliable technology for police departments to better ensure fairness and integrity in their actions. Now, police officials can quickly and easily manage the performance of their staff while responding to public concerns with concrete and comprehensive information."

The first versions of StopTracker, a Palm-based mobile data collection application and a laptop-based wireless data collection, reporting and analysis application integrated with PacketCluster, are being beta tested by customers now and will be available within 60 days.
