TCS And CIBERNET to Offer the First Complete Inter-carrier Messaging Solution

Companies' technology platforms will ensure that carriers generate revenue from inter-carrier text messages

TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS) and CIBERNET today announced the first complete solution to deliver inter-carrier text messaging for wireless carriers. The companies' new inter-carrier text messaging solution will integrate CIBERNET's new Mobile Xchange Protocol (MXP(TM)) with TCS' Message Distribution Center (MDC).

The technology alliance resolves both the technical challenges of delivering messages between carriers, regardless of air interfaces (CDMA, TDMA, GSM, etc.), and the financial settlement hurdles needed to ensure that carriers are compensated for the delivery of messages into their networks. Carriers electing to use this solution will be able to offer a complete two-way, inter-carrier text messaging experience. Carriers will receive compensation for delivering messages from other carrier networks, charge their customers accordingly and drive revenue from text messaging services, irrespective of carrier networks.

TCS' Message Distribution Center (MDC) enables text messaging subscribers to send a message to any digital wireless phone by simply entering the person's phone number. The MDC serves as a central point between carrier networks, leveraging TCS' Wireless Internet Gateway(TM) technology to enable messages to flow seamlessly between networks. TCS' carrier-grade text messaging technology is currently operational in 16 carrier networks and 8 countries Worldwide.

CIBERNET's new Mobile Xchange Protocol (MXP) was developed to support mobile commerce and is compatible with existing voice and data billing protocols. MXP provides the format, structure, and processes to capture and exchange service, customer, and charge details for different types of data at different levels of pricing.
