You don't need a WAP gateway to test your .wml file. Download UP SDK from phone.com or Nokia WAP toolkit from www.nokia.com. Using their simulator you can view your page through HTTP.
But to view the WML content on a WAP enabled phone, you need a WAP Gateway to which actual phone can connect through RAS.
