WAP-Push over SMS

Is it possible to generate an SMS containing a user data header so that it is the same as the SMS that a WAP gateway would generate when using SMS as the bearer for WAP-Push?

Does anyone know the format of such a message?

Is there any other way an SMS message can be used to activate a handsets WAP browser (eg URL in an SMS)
