The intention of wap is to work in a wireless environment, so your question might look a bit strange.
But actually it is very interesting.

To crate a need for wap over pstn, there must be a wap agent and a terminal implementing the wap stack.
Today a PC is normally being used to access internet, and the need for a full wap implementation on a PC might not be there.
A PC can though be used to access wml/wmls pages on the net, without using the full wap stack.
This is the case when you use a wap development tool from your pc.

The need for the full wap stack appears when you have a client that implements the full wap stack.

i see one interesting development creating a need for this, and that is a wap-bluetooth wireless phone.
Normally this phone will use the wireless network.
But if the user has a bluetooth network at home, connected to the pstn, the user might want to use his wap browser when at home
One way of doing this then, is to connect the pstn line to a wap gateway.
For this to happen the gateway needs to implement a pstn transport protocol.
I haven't seen any activities in the wap forum so far to include pstn as a transprot protocol,
but if there is a need based on wireless bluetooth terminals, there is nothing stopping the wap forum from implementing a pstn wap carrier
