Certicom and Baltimore both sell WTLS toolkits. One of the only problems with WTLS is that it is currently not End to End secure. There is a point where the data has to unencrypted and reencrypted leaving it totally exposed. The only way around this is to have the server physically located at a Vendor's site to prevent any external access.
